Say i have a rectangle on x-z plane (y = 0), and a direction vector.

How do i compute a ortho viewprojection matrix whose view box encapsules the rectangle and is parallel to the direction vector?

x-z plane in what coordinate space? In view, clip, NDC or window-space, that rectangle would not be visible because it is perpendicular to the image plane. Since projection matrices do not change that orientation, you are going to need more than a projection matrix to fix this problem... you will need a view matrix to rotate the rectangle so that it is visible. –  Andon M.
