I want to extract the byte array (I mean their content) of Images and Flash files that are loaded by websites from a Chrome extension. I know that this is possible using chrome.devtools.network API. However, to use devtools, user has to open the devtools panel. In addition, it is possible to get some timing information about the loaded resources (e.g., name) using the performance.getEntries() method of Chrome.

but I was wondering if it is possible to get the resources information (byte array of contents) from a Chrome extension without needing to open the devtools panel?
