on my localhost runs perfectly. I tried remove repository and create a new one, or restart heroku. How i can install tiny_tds on heroku? What is wrong?

This error happens because your dyno is lacking the freetds library. Using such a library requires using a custom buildpack. There are a lot of open source buildpacks over the internet. For example https://github.com/firmhouse/heroku-buildpack-ruby-freetds.

I'd take a guess that you've got the TinyTDS gem installed on your local machine using the C build switches but not specified via Bundler. Did you sandbox the install on the localhost? e.g.

bundle install --binstubs --path=vendor

and see if that works. I'm guessing it should fail because now there is no access to other gems outside of the project. Then use bundle config to install FreeTDS using the build switches suggested in the TinyTDS README
