I've created a gem for use with another application I'm writing. Here are the dependencies:

spec.add_development_dependency "bundler",  ["~> 1.6"]
spec.add_development_dependency "rake"
spec.add_development_dependency "rspec",    ["~> 3.0"]
spec.add_development_dependency "nokogiri", ["~> 1.6"]

spec.add_runtime_dependency "nokogiri", ["~> 1.6"]

When I run gem install --local to install it, it works flawlessly.

I have the gem listed in the Gemfile for the app that uses it. I also have all the gems it needs installed in the vendor/jruby/1.9/cache directory (including the one I wrote). When I run bundle install I get the following:

Could not find gem 'log4r-1.0.5 (> 0.0.0) java', which is required by gem '<gemname>
(>= 0) java', in any of the sources.

<gemname> is the name of my gem, which I might not be able to post online.

Here is my .bundle/config:

---
BUNDLE_PATH: vendor
BUNDLE_DISABLE_SHARED_GEMS: '1'

Any ideas?
