Im looking for a good "architecture" to code my AI driven objects.

Im mostly using "Model–view–controller" for most of my game, but now I need to code very complex AI for many independent objects (in a similar way to prison architect or the sims)

I have many (100-400) objects that should satisfy their needs by moving near other objects (like if the object is sleepy it should move near a bed and play an animation, ect)

"Model–view–controller" seems clumsy when I try to implement it for the AIs decision making process, I know there are many other architectures that I could use (like GOAP http://alumni.media.mit.edu/~jorkin/goap.html) but most of them seem somewhat inappropriate for this kind of simulation.

what architecture would be suitable and easy to maintain for a "prison architect" or "the sims" kind of AI?
