Ok, I have Cygwin installed in a Windows 8.1 (user edition) machine which operates as SSH server, and working, call it "SERVER".

Then, in another Windows 7 ("CLIENT") machine got Cygwin running. Lets say SERVER IP is "1.2.3.4" and CLIENT's is "5.6.7.8" I run Cygwin+SSH on the CLIENT:

ssh -L 9000:5.6.7.8:3389 cyg_server@1.2.3.4

Then I open the Remote Desktop utility of Windows and I'm trying to login into "localhost:9000".

It connects, but when I type in the credentials (cyg_server/password) it replies with an invalid credentials error. Also doesn't work with current CLIENT user. Any guess?
