I am looking to add a simple backend page to upload a document that will then display a download and/or view link on a frontend page.

Here is an example of what I am looking to do:

I have created a backend page for one of my employees at the office to log in to. On that page, I want him to be able to click a button to browse for a file (doc or pdf) on local computer, choose the file, click upload. After it uploads the file, I want a link to be generated on a different page of the website (a public frontend page) that will link to the file that was just uploaded, so that anyone can download that document.

Is there any simple way to do this without a full blown CMS? I don't want to have to set up a whole CMS site and rebuild my site around that, just to be able to upload documents on a backend and display on a frontend.
