I don't find it offensive. I find it a bit stupid though.
I think you can have things two ways.
You can have a company that where web-surfing at work is off-limits as is any other kind of fun. People come in do their work and leave. If you run your place like that don't expect people to work long hours and be very creative. But at least things will be predictable for you and your employees. You'll have to pay people market-conform salaries and benefits.
You can have a fun place to work with flexible hours, fun work and great programmers. Your employees will probably be a bit more 'flaky' but more passionate. Lot's of game-companies try this. Your give your people space to be more creative and more passionate about what they do. You can get by with paying people a bit less as long as you give them a share in the millions you're eventually trying to make.
You can try to find a balance between these extremes. But the posting tried to get the best of both worlds for the employer while leaving nothing for the employees. I feel sorry for the people who are going to work there.
