I'm trying to create a single layer perceptron. If I use the nnet function to create a n-0-1 network (n being the number of inputs), is that equivalent to a perceptron?

A perceptron is one kind of single-layer neural model. Your use of the "n-0-1" convention, though, makes me think that you are using some particular software in which you have set the number of hidden nodes to zero, and I don't know what your software will do with that.
