We have been using SCRUM as an SDLC and we use OnTime tool for that.

I wonder if it is possible to define a rule like

"IF Total number of hours estimated is greated than 150 hours, notify the user."

Do you know if it is possible and if yes, how to accomplish this?

There may be a very dirty workaround, but I wouldn't advise you to use it unless in heavy pain: you can use 'dependent picklists' (youtube.com/watch?v=bqg3GZlx6dc) to execute an arbitrary SQL stored procedure (provided you are DB admin). Then you could for instance add a pick list field allowing only one value from your procedure (like 'OK' or 'Danger', depending on your total project hours). Upon editing any ticket of a group, the user would see the warning. Upon saving, you can trigger a custom message. Never tested it, nor advising it. –  PPC Apr 9 '12 at 12:32

The short answer is that yes, an admin can setup notification rules inside OnTime to notify users of certain events. The scope of those events is based on events occurring for individual items, not groups of items.

For instance, you could setup a notification rule to notify you whenever an item's 'Remaining Estimate' value matches/exceeds a particular parameter. Yet you couldn't setup a rule to notify you if a group of item's 'Remaining Estimate' time meets certain criteria.
