I have an XML file like this:

<?xml version="1.0" encoding="UTF-8"?>
    <item id="1">
    <item id="2">

Is it possible to define an XML Schema thats saying the valid_from element has to be older then the valid_to element?

You can use <xs:assert> (or alternatively <xs:report>) to do that:

<xs:complexType name="ItemType">
    <xs:element name="valid_from" type="xs:date" />
    <xs:element name="valid_to" type="xs:date" />
  <xs:assert test="valid_from lt valid_to" />

But this requires XML Schema 1.1
