Granted, each of those answers is taylored to a specific question, but perhaps some of it may prove to be useful.

W3 Schools - Go through the tutorials there, they have the basics for simply making web pages. Past that, scoure the web for every example of design and design concepts and mix and match. Failing that, take a class at a community college. The real trick here is to just do it.

Get it working in Firefox first and then IE.
