If you download the vcam from http://tmhare.mvps.org/downloads/vcam.zip will see inside /Bin directory it's VCamD.ax and VCam.ax

How are these files supposed to run?

run regsvr32 vcam.ax (or the other one) If it fails, then re-run it as administrator

You'd need to make your virtual camera "get" input from the real camera, then the virtual camera would be able to stream it out. It would be a bit complex. It reminds me of a directshow filter, though, with one input pin (from the real camera) and several output pins. GL. –  rogerdpack Aug 16 '10 at 19:43
