I wonder if there is any software that is specifically for the Help/FAQ section for a website like:

Facebook Help

FAQs and knowledge bases tend to fit the purpose of a wiki. Maybe just using something like that as a stand alone will fit your needs.

Try to use http://sphinx-doc.org for Knowledge Base, it is used by HackSpace and is really good, as a customer I recommend and it is open source. You just need a little Knowledge in Python.
