Your code seems to be fine but make sure to put your code in ready handler:

<script type="text/javascript">
  $(function(){
    $(".static_class").click(function(){
      if($(this).val() === "Yes")
        $("#extra").show("fast");
      else
        $("#extra").hide("fast");
    });
  });
</script>
