For example, I fix Mr. Smith's computer. How do I get the Statement of Work first? In person I'd just write it up on the Internet I don't know how to do it. I don't want the person to say, "You didn't fix so and so."

Also, do you make folks pay first? I thought I'd just use paypal. I'm afraid that I might not be able to fix the problem an they will have already paid. On the other hand, I'm afraid they won't pay.

What about just using a shopping cart (zen cart, cube cart, etc.) for services?

Paypal allows you to issue refunds, which also refunds the fees, completely reversing the transaction.

That said, I recommend against Paypal, as they are very shady and untrustworthy, with few regulatory controls and virtually no accountability.

Uh. PayPal is licensed in 42 (I think) states: paypal-media.com/state_licenses.cfm. At least in my state they are subject to all laws regarding transfer of money. – tvanfosson Dec 31 '08 at 3:40
They charge exorbitant rates and being licensed is not the same as being regulated. They heavily favor the buyer in any transaction dispute, so as a seller, just assume that if someone decides not to pay then you're not getting paid. There is no recourse. – ctacke Dec 31 '08 at 4:00
All of those licenses that are relevant are only for money transfer. No one regulates their storage of funds, since they "are not a bank". Add to that their quite illegal handling of linked credit cards and bank accounts, which individuals have trouble fighting. – Sparr Dec 31 '08 at 4:18
