Cheap artwork is hard to find, which has made me face my demons and learn how to work in photoshop. There are many tutorials out there to learn very easily. Also, if photoshop is too expensive you could use Gimp http://www.gimp.org/ or Blender http://www.blender.org/ as it is free. All of these sites have galleries and user communities where you can collaborate with other developers and/or hire artists.
Another alternative is Maya from autodesk. http://usa.autodesk.com/adsk/servlet/pc/index?siteID=123112&id=13577897 - complicated but if you register as a student with your local college and supply autodesk with an email ending in .edu you can get all their software for free!
For icons and artwork you could use icon sites like http://www.iconfinder.com/ (ex:Search for Tower)
Just look at the sites/icons/pics and make sure the licence allows you to use it as you desire. Iconfinder also has a custom design option but depending on how many pics you want and how high the resolution/size it could get costly.
