i want check the particular port is running on particular server.

example:

i am running tomcat server on port number 8080, when this server running it will take the 8080 port number, but i scheduled the tomcat server at predefined time. in this time the 8080 port number takes by another process & it is not released. my tomcat is restarted, it waiting for a period of time & tomcat is started another port. then, how can i find the tomcat server is running or not?
