How can one programmatically save a PDF as text in a Windows application?

For example:

Step 1. I have a PDF.

Step 2. I can open it with Adobe Acrobat PDF Reader manually and choose "save as text" and it is fine.

Step 3. I want to be able to do Step 2 programmatically via an Windows application.

How can this be done?
