have to do passenger stop then start or I can still do this by touching tmp/restart.txt?

Yes you can restart it by touching tmp/restart.txt.

If you're working with capistrano, you may need to start the passenger server from outside of the 'current' directory, and instead run passenger via passenger start current. See stackoverflow.com/questions/5430054/… –  Gabe Martin-Dempesy Apr 25 '13 at 17:50
