I am doing some projects at my University and I need to collaborate with the team members. Is the any free source code repository/service like code.google.com that will work with Tortoise SVN. I like code.google.com, but I want the code to be private as it is an academic project.

Just set up a server running svnserve, you can configure users, etc. on your own. You can just use a desktop PC in your house + DynDNS to give it a static name.
