If the numbers themselves need not be random consider a simple Fisher-Yates shuffle. However, the question this is "getting closed" for follows this line of thinking -- which is different than getting a list of unique random numbers. –  user166390 Dec 7 '10 at 4:28

Create an array of numbers:

var min = 0,
    max = 1000,
    i,
    arr = [];

for (i = min; i<max; i++)
{
    arr.push(i);
}

Then shuffle it.
