How to specify ignore case in a
where statement in Sybase?
Basically I want
select * from _table where _field = 'BUSY'
to return rows if there are any rows with values like 'BuSy' in field

Your only choices are Transact SQL functions. This page lists them all
AFAIK, applying function on an indexed column will not allow optimizer to use that index. The simplest way would be to rewrite the statement to:
this should allow the optimizer to use index.
