Well, I could just screenscrap hotornot.com or some other site, but there are two problems with that. First I don't see any way of learning about ratings without voting, and I really don't want to do bot voting, and second every site I've ever seen displays people with high ratings more often than people with low ratings, for obvious reason of user enjoyment.

Many sites have ability to see most attractive people, but they don't have such lists for least attractive, or average, or random people.

I need that for a personal machine learning project, no stalking or anything ;-) 1000 photos with ratings should be enough.

Go to a stock photo website (sxc.hu is a great one) and find some royalty-free images there. At worst all you'll need to do is ask the author if their image can be used. Whilst stock photos aren't strictly portraits of people I'm sure that there are a number of people photos you could use somewhere on such a site.

Failing that, you're going to struggle to get anywhere near a thousand photos in the same kind of format (to eliminate bias) and royalty-free. You could always try a stock photo publisher or photographer and see if they could sell you some photos?

If you're doing research, I'd suggest bribing some fellow graduate students with pizza to rate some photos of people (or whatever) scraped randomly from flickr.
