There could not be the best IDE because all they have different features and problems. One would like one IDE, other would like another IDE. Try different ones and select yours.

I prefer Eclipse+PyDev. Also if you are not afraid of learning I suggest you Emacs with Python plugins.

I also prefer Eclipse+PyDev. It does have a few niggling issues but for the most part it is pretty useful. –  William Dec 24 '10 at 7:50

Use Aptana. After easy installing PyDev plugin you will have intellisense and other nice things. =)
