My question is why the color of the background of the button is not changed? Thanks.

It's because the selector #regForm button is more specific than button:hover - see: http://www.stuffandnonsense.co.uk/archives/css_specificity_wars.html for a simplified overview on the subject.

Using a :hover selector with an id selector solves this:

#regForm button:hover{
    background-color:#FFC;
}

you'd have to use a class like scartag suggested or use an attribute selector:

input[type="button"]:hover {background-color:#FFC;}
