Microsoft publishes a tool, Orca, that can be used to browse and edit MSI files.

Where can I get this tool?

It's included in the Windows 7 SDK when you select Developer Tools > Windows Development Tools > Win32 Development Tools.

In the newer Windows 7 and .NET 4 version of the SDK you have to select Windows Native Code Development > Tools.

It's no longer available as a standalone download.

There is also InstEd which is a freeware tool that has some added features over Orca like being able to view dialogs.

If you are using Visual Studio to develop, you likely already have the installer on your machine. As SLaks mentioned, Orca is part of the Windows SDK. Visual Studio will typically install this to C:\Program Files\Microsoft SDKs\Windows\<version>. Check that path and you'll likely find the Orca.msi in the bin folder.

It is a free tool pre-installed on the machine.

Search 'Orca' keyword in your main drive. You will find it there
