I am thinking is there something like chatzilla for ie 9, tried to find it without much luck.

Why does it need to be in the browser? What advantage does a browser addon have over a standalone program? And there are websites like mibbit allowing access to IRC without any addons if you just have a browser. –  CodesInChaos Jan 15 '11 at 13:56

I don't think there is an IRC plugin for IE. I'd suggest using a third party program such as mIRC outside of IE.
