Any good PHP IDE, preferably free or cheap?

I've got a web site project I've been working on for a while with ajax/php/mysql, and so far I've been stuck using notepad files and the firefox error console.

Can you guys recommend a good IDE for this type of project? Also, what would be good for CSS?

I have used Zend Studio, Eclipse PDT and Netbeans. Of those three I would recommend Netbeans. It has very good auto completion and runtime debugging.
