I see this type of license listed at http://tldp.org/LDP/lkmpg/2.6/html/x279.html

What exactly does it mean?

Does it mean GPL or BSD? i.e.: if I release a driver under this license can I use changes to the source code under Windows in a closed source build?

If you comply with the terms of either of the two licences, you're allowed to use the code. So, yes, you can reuse this under the terms of the BSD license and put it under a proprietory license.
