I am searching for a program or source code to receive TCP or UDP packets and then forward them to another IP/port.

Do you know any program to do so?

And is there any open source C# about this?

This depends highly on the operating system you use. If you work under Linux, have a look at the tun/tap kernel module. But as you mentioned C# I suppose you work with Windows.

This should be quite straightforward if you don't have any special requirements, e.g. see a python example here:

Python port forwarding/multiplexing server

I'm not sure there's ready to use C# source code available, but it should be easy if it's just one port. Just listen on the source port, and forward everything from accepted sockets to the destination host/port and vica versa (either in an async way, or use a separate thread).
