I'm developing a MKMapkit based app. I will display some items (annotations and overlays) on top of the map and I'm thinking of drawing a translucent polygon in front of the map and behind other elements in order to modulate/tint the map colors to enhance contrast.

Is that allowed or disallowed by Google and Apple Terms of Use?

Can my app be rejected because of this?

I don't think so, but you should read those terms of use instead of accepting them without reading. It's not a time loss. You could find many things that you should take care about, and not only about the point you are asking for.
