For some pretty good from the ground up tutorials. Also start a project and use it. Stay away from w3schools, see http://www.w3fools.com for reasons why. Its outdated and can have very inaccurate information.

Well best way is to just start working on a practice project, something small involving a few different concepts.

Be sure to check out World Wide Web Consortium as well.

While the resources above are all good places to learn the tags and syntax, learning HTML alone in this day and age won't get you too far. You also need to learn CSS as HTML and CSS form the building blocks of all modern web pages.

Another great way to learn is to view the source on pages you visit and see the concepts in action.
