Try this:

using (SPSite site = new Microsoft.SharePoint.SPSite("http://localhost"))
  using (SPWeb spWeb = site.RootWeb)

    SPList docLib = spWeb.Lists["My Document Library"];          
    SPListItem folder = docLib.Folders.Add(docLib.RootFolder.ServerRelativeUrl, SPFileSystemObjectType.Folder, "My folder");

You should always dispose of your SPSite and SPWeb objects, so put each of the first two lines in a using block. –  Tom Vervoort Feb 21 '11 at 15:01
