please can any one let me know how the updating in the website is working? like news websites and so on. I know quite lot in HTML, CSS, JS and bit of PHP and i am wondering is it enough to create the forum website i am looking for.

You sound new but you do know PHP so I would reccomend installing and using Wordpress. It is open source (so you can read and learn from it) and it is written in PHP (so you can use what you know so far). And with some time and effort you'll have what you want.

To roughly answer your questions, most news sites put their articles in a database and then when a user comes in from the web they use a server side language (like PHP) to query the database for the most recent and relevant web articles that they have made and put them into the template webpage they have ready. And, from a high level, that is all that there really is to it. It obviously gets more complicated if you are, say, a news company (like the one I work for) but you understand the underlying way that it works.

@Robert...I got most of the information i am looking for and thank you deeply for your comprehensible explanation to me. I know bit about SQL and i am using ZEND SERVER as my database source. So is it alrite? –  Dorji Feb 21 '11 at 23:31

@Dorji: Yes that should be fine; a database and a server side language are all that you really need to get the basic functionality working. If I were you I would first write the database schema so that it can contain news articles or forum posts, then I would write a PHP page that queries that database and displays articles or posts, and then after that you will have a better idea of what is required to get everything working and you will simply see the way forward. –  Robert Massaioli Feb 21 '11 at 23:43

Also keep in mind that (unless this is to help you learn) you would be better off using a Forum or CMS (Content Management System) that has already been made. It takes alot of work to make a efficient, usable and secure CMS which is why it has taken Wordpress years to get to where it is today. –  Robert Massaioli Feb 21 '11 at 23:45

Wondering if you forgot to mention the database or you already know the database you will be using. Without a strong database it will be very hard to create forums. The heart of forum, in fact any dynamic application is database. Server side scripting is also of much work.

To be specific the things you mentioned is not enough to create a robust forum.

Your question in not so clear , but there are a lot of open source platforms if you just want to make one (like Wordpress, Drupal, phpBB, VB,...etc), But if you want to develop a forum you have to know that it is not an easy job .
You can start with what you already know and keep learning while developing your forum.
