I am looking to present consistent documentation for a project that spans python, erlang, c and obj-c. Is there a language neutral framework for generating api/user guide documentation out there? Preferably one that outputs html, latex/pdf and man pages?

You could probably do this with my open source tool Dexy http://dexy.it

As far as automated API documentation, I have implemented a way to extract this from JavaDoc but not yet for the other languages you mentioned, but the same principle might work.
