I want to check that the scroll position was changed after a user action. I added for it m_bScrollWillBeChangedByUser field, but it is always true, because OnVerticalOffsetChanged event calls only when ChangeScroll finishes. It is really strange for me. How can I solve this?

function :

private void ChangeScroll()
{
    m_bScrollWillBeChangedByUser = false;
    scrollViewer.ScrollToVerticalOffset(scrollOffset);
    m_bScrollWillBeChangedByUser = true;
}

event :

public void OnVerticalOffsetChanged(DependencyObject sender, DependencyPropertyChangedEventArgs e)
       {
            if (m_bScrollWillBeChangedByUser)
            {
                if (m_timerUserScroll != null)
                {
                    m_bAllowToUpdateScroll = false;
                    m_timerUserScroll.Stop();
                    m_timerUserScroll.Interval = TimeSpan.FromSeconds(m_nTrainGraphAutoScrollTimeout);
                    m_timerUserScroll.Start();
                }
            }
