The file exists but imagecreatefromjpeg() has a problem with it. Maybe some characters aren't allowed.

Do you know which one?

You should filter the data in your error messages so the world doesn't learn of the email address embedded in the path. –  JYelton Mar 21 '11 at 15:41
Does the web server user (nobody, apache, etc) have read access to all the directories to that image and the image itself? –  Shane Stillwell Mar 21 '11 at 15:42

I bet that the path is wrong. Do you really, really have a directory named /upload_tmp in the server's root directory? –  Unicron Mar 21 '11 at 15:51
