Suppose Country is VO and is part of Location aggregate and has separate table for himself, now if I want to get all countries from database.

Is this function in location repository is correct;

Public List<Country> GetAllCountries()
{
    //Code to get from database.
}

Can I have function like this in Repository, I have seen Evan's sample Cargo project, he has this lookup function in handling aggregate.

  HandlingHistory lookupHandlingHistoryOfCargo(TrackingId trackingId);

HandlingHistory is VO in that aggregate, Root entity is handlingEvent.

But I always read that Repository should always return root aggregate. ?
