No, you're correct. Quoting Apple Approval Guidelines:
Apps or metadata that mentions the name of any other mobile platform will be rejected.
Note: Here it says any other mobile platform, but I know for sure that you can't mention any other App in your keywords/name
2-3) When is the app name actually verified - I notice, e.g, I can log into Connect and create an app named "Angry Birds". Is there any way to reserve an app name (e.g while app is in development) and stop someone else getting there first ?:
It get's verified in the approval process, you reserve the App Name, and then you have 120 days to submit your binary. If you do not upload a binary by then, Apple deletes the App submission and prevents you from ever registering that name again.
If you would want to "reserve" a name, you could always upload a "proxy" or "crap" binary that you know will get rejected, ( in order to extend the 120 days period ). I've heard about some people doing this.
