Would allowing users to buy credits to exchange for photos with other users (like a microstock photo site) violate apples in-app-purchase policy? If it does is there anyway to transfer images from an iphone by safari?

Pruchase has to be performed through the app store, so I think they will deny your app. You should contact the apple developer support to get more information on that. – artworkad シ Apr 5 '11 at 6:34
