I need to generate a few million rows of meaningful test data to be used in SQL server 2008. The data will largely user data such as name, address, phone number etc. Does anyone know of a free or open source (ideally) test set generator that can produce such data?

I have had good experience using Benerator (but only used it very briefly)

I would recommend the commercial tool by RedGate: http://www.red-gate.com/products/sql-development/sql-data-generator/

I recommend spending couple of hundred bucks and get RedGate's Data Generator. It's a good investment that you won't regret.
