Yes and no.
You can create a new product id for every magazine (actually, issue), but sooner or later you will ran out of product ids. There is a limit, I think 3000, but not sure, just read iTunes Connect Guide.
The other possibility is to create several product ids, one for each price tier, and magazines are now consumables and cannot be restored (however, you can create your server and users must register in order to restore issues, for instance Zinio does it in this way).

The third possibility is just a consumable, without user registration in your server, so if user lost is data, cannot restore them. Actually this is not very problematic, as usually you don't read old newspapers (but perhaps it is worth in monthly magazines...)
BTW, you can create consumables without any problem, Apple will no reject it. At least I don't have any problem.
