When designing an API for sending many different types of message objects (each message has a common format with different data fields), each message corresponding to a different type of function, which method is better?

Making a "wrapper" function for each function, or just have a minimal set of functions to serialize and send those message objects?

e.g.

If I have to send 20 different kinds of objects for 20 different purposes, I build an API interface with 20 functions, which takes arguments for those 20 objects, builds and sends them to the server.

vs.

Building the 20 messages in the various places where I need them, and send them through a single send() API function.

Which is better?

My vote would be for an interface that exposes the ~20 objects, because most OOP programmers will find it more intuitive. In my view it also allows for easier refactoring of code.

For example, imagine all messages have a common header. A consumer of the API that is building the messages where it needs them will create this header in multiple places. If at some point the format of the header changes, it is necessary to hunt down all the instances where messages are constructed to match the new header.

If instead you had 20 methods you know those are the only places where the header needs to be updated. It also happens that if these 20 methods are close to each other, you will have a better chance of catching the commonality and refactor it out - maybe as a private method used by the other 20.
