What is the difference between Statement of Work and Software/Functional Requirement Specification? Which comes first?

"Statement of Work" is the definition of the problem, telling what is the problem that needs a solution, briefly. No unnecessary details, just an overview.
Naturally this comes first.

Req. Specs. on the other hand, are the complete and detailed explanations of the things the system is expected to do, including flows, formulas etc.
