I would like to know if there is a plugin for Moodle. to port it onto Mobile Browsers.

Main Feature am looking for is Attendance module.

I think you should look here for your answer. Not sure if some of these solutions gives access to the attendance module, but you should try it.

A moodle mobile theme should be in Moodle 2.1. It should be based on mymobile theme. Have a look to this section http://docs.moodle.org/en/Development:Mobile_app#1._Mobile-optimised_web

Looking through the moodle mobile theme it seems taht most of the functionality is actually available it's just set to display:hidden in the css I'm working through something similar at the moment so I'd say the mobile themes css would be a good place to start , also I'm finding this guide particularly helpful it's on how to make a custom theme and the structure of a theme so it's a great place to the the idea of the standard layout : http://docs.moodle.org/dev/Themes_2.0

hay moodle mobile app is available for both android and ios platform . which is now built in html5 and phone gap . It uses web intent or child browser to display your moodle site .
