I am using Android 2.2 SDK. What is the best way to make "peer to peer" connection between two devices?

Since you put "peer to peer" in quotation marks, might the most appropriate answer here be - 'through a server'? It will be a lot easier that way, and unless your app demands true p2p, you are opening a huge can of worms unnecessarily.
