Launchpad has a very rich code hosting environment, including code reviews.

They point to an example review, where you can see the conversation.

@leeand00 -- Yes you can run Code Collaborator on the open Internet; some of our customers do, and many open source projects do (Collab is free for open source!) – Jason Cohen May 5 '09 at 14:58
