How can the Open Internet Protocol Multimedia Subsystem be installed and configured in Window Operating System?

OpenIMS is for Linux system

it's stated there in the prerequisites: http://www.openimscore.org/?q=installation_guide

so you can't install it there directly. What you could do, is install VMWare and install it in there, but I think that's not what you are looking for.
