What is the best path for adding a single-line text-only weather ticker to my website?

A simple option would display the temp and current conditions for a defined city. (static) An advanced option would scroll or fade thru info for a limited number of defined cities. (animated) Both options should be customizable via CSS styling. An option to include a small image would be cool, but not necessary.

jQuery? Magpie? PHP? A weather service widget?

If I wanted to develop a customized weather ticker (single-line, text-only) I would use something like: http://simpleweather.monkeecreate.com/

You get back the data you need and you can build out your control however you want be it animations or otherwise.
